I'd tell a school counselor or a trust worthy adult friend who is not a friend of your parents. You can hit him in return but the effect will still be the same: your parents will take his side. If you beat him up what treatment would your parents give you when they state that it's your fault in the first place? Call the none emergency number for police and report this. When your parents allow this, they are just as guilty as your brother. Also, doent the times he has hit you and what your parents have stated to you upon your reporting his hitting. Have a friend over who can witness this treatment. You don't have to put up with this.
