Should we be able to recall Presidents?

Should they be held accountable for statements they make when knowingly misleading the public for the purpose of getting elected? Let's face it, both presidential candidates are a couple of wind bags, blowing smoke and playing to peoples desires. They know they can't live up to their promises. They use scare tactics etc...Surely this is unethical, but what about legality?
