Are there laws that protect against abusive and harring neighbors?

We have lived in our house for 3 years, and lately our neighbor has started yelling at me, and calling me names whenever I take my dogs outside to potty. So far it has just been exchanged words, but I want to know any legalities that are on my side, protecting me from being verbally aulted, and threatened. I live in Utah.
